Istanbul Province Disaster Prevention/Mitigation Basic Plan Study Including Seismic Micro-Zoning (JICA) (2002)

The “Disaster Prevention Reduction Basic Plan” study agreement signed between our Municipality and Japan International Cooperation Agency (JICA); was approved by the decision of the Council of Ministers numbered 2000/1885 and entered into force by being published in the official gazette dated 22.01.2001 and numbered 24295. The relevant project was started on 13.03.2001 within the scope of our Municipality’s Earthquake and Ground Investigation Directorate and was completed at the end of 2002.

With the relevant project, the vulnerability of buildings and infrastructures was examined on a neighborhood basis in order to determine areas with high risk of damage in our province in a possible earthquake. The aim of the study in question was to develop new projects to reduce earthquake damages as well as to determine the necessary precautions to be taken in the short, medium and long term.

This project, which was carried out in collaboration with the Japan International Cooperation Agency (JICA) and prepared based on 4 different earthquake scenarios, has determined the amount of damage that will occur in all infrastructures and superstructures on a neighborhood basis.

Probable Loss and Damage Situation in Istanbul according to two different scenarios (forecasted for an earthquake of magnitude 7.5 or 7.7); According to the analysis made on approximately 750,000 buildings, 3,040,000 households and 9,000,000 population; 50,000 to 60,000 severely damaged buildings,

  • Around 500,000 to 600,000 homeless families,
  • Around 70,000 to 90,000 dead,
  • 120,000 to 130,000 seriously injured, 400,000 slightly injured,
  • Water leaks at 1,000 to 2,000 points,
  • Gas leaks in 30,000 natural gas canisters,3% of electrical cables broken,
  • 50 million tons of debris,
  • Material losses of around 40 billion US dollars,
  • Rescue operations for 1,000,000 people,
  • 330,000 tents will be needed.
